English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a new study of municipal councils, English councils are planning to sell social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK reported that six out of ten of councils are planning to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of public land and land to support their finances, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (60%) of local leaders stated they would prioritise restructuring services and utilising financial reserves to weather increasing financial challenges.”

Specific Cases of Proposed Sales

One local authority in southeast England said its property management strategy included the sale of a shopping centre in Rainham and a community venue in another town to generate 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Council Tax Increases and Wider Fiscal Pressures

The survey of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of authorities will need to increase council taxes next April to address the growing cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

The authority said it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these require time to achieve both improved services and financial savings,” said a council leader.

He continued: “There are demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of county councils this week also found council budgets being strained by the growing number of young people and older individuals needing Send support.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to manage increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those changes was recently delayed.

Deprivation and Funding Gaps

According to the latest indices of deprivation (IMD) covering UK local authorities, several key cities members were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest deprivation indices,” said the report.

“While only a single urban area is among the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of challenges confronting municipal officials across key cities in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and demand,” said a council leader.

“Without this, councils will continue to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the survey revealed.
